Engineer Reserve Units Being Formed; Colonel J.H. Pratt Commanding Maj. Oscar 0. Kuentz, of Wilmington, is Executive Officer of Regiment and Four Auxiliary Battalions; Many Vacan cies Among Reserve Officers and Non-Com. Personnel. Organization of the 355th Engineers* regiment and four auxiliary battalions is gradually assuming skeleton form, with Col. Joseph Hyde Pratt, com manding officer of the regiment, and Maj. Oscar O. Kuentz, of Wilmington, executive officer. Many vacancies still exist among the reserve officers and non-commissioned officers, and Major Kuentz has enlisted the support of the various American^ Legion posts throughout, the state, to assist in perfecting the organization of the organized reserve forces of the United States arrty in North Carolina. The headquarters of the reserve regiment are located at Chapel Hill, where Colonel Pratt is stationed, and Maj. W. L. Simpson, commanding the 748th Engineer battalion, maintains headquarters at Durham. No commanding officers have yet been selected for the following out fits: 795th Engineer battalion. 924th Engineer battalion, and S5t>th Engineer battalion, and these units, with the Multigraph Circulars when furnished by us can’t be told from ac tual typewriting. The enlisted reserve^ corps shall con sist of persons voluntarily enlisted therein for a period of three years, ex cept in the case of persons wh^> served in the army, navy, or marine corps at some time between April 6, 1917, and November 11, 1918, who may be en listed for one-year periods and who, In time of peace, shall be entitled to dis charge within 90 days if they make ap plication therefor. Enlistments shall be limited to per sons eligible for enlistment in the reg ular army who have had such military or technical training as may be pre scribed by regulations of the secretary of. war. All enlistments In force at the outbreak of war, or entered into dur ing its continuation, whether in the regular army or the enlisted reserve corps, shall continue in force until six j months after its termination unless sooner terminated by the president. The organized reserve forces are re garded as th? foundation on which the national defense act rests, and unless this foundation* is properly prepared. I through organization and later train i ing of reserve outfits* the entire scheme for national defense in case of emergency might fail.
